The article may be paywalled, but currently its not.

The EPA under Obama-lama-ding-dong had set a Corporate Average Fuel Economy (CAFE) standard of 54 MPG by 2025.  That's only 7 years from now, which means that the cars to be sold at that point had pretty better be well through design by end of this year or so.

I believe that 54 MPG is simply not a reasonable requirement without making the cars into something akin to golf carts.

The EPA Tier 4 requirements have already set in motion some dramatic changes in the industry.  There were rumors of Caterpillar exiting the on-road big truck diesel engine market due to these ridiculous standards.  If the USG wants to end the internal combustion engine, then lets get about that with infrastructure supporting electric vehicles.  But doing it this way is not the way to get there, all it does is drive America down since nearly no other countries are going this far overboard with such restrictions.  We are killing ourselves to every other country's delight.

I believe CAT left the on road diesel segment a few years ago now.
