You all know I like photography. 

Here's a little exercise of photojournalistic contrast.
Red River activities:
 
 
In the above photo, see people working, not the government, but ordinary citizens and residents trying to save their own property and way of life?
 
Let's now contrast that with the Hurricane Katrina Superdome Activities:
 
 
What a contrast.

I think you are missing a lot of very important aspects of government involvement shown in the first photo.
 
1.  The activity is taking place in a sports arena which was almost certainly built using at least some level of tax money.
 
2.  The truck and front loader both burn a fuel that has its production, transportation, sales, and use highly regulated and taxed by the government.
 
3.  The owner of the truck has pay vehicle registration fees.  The driver has to have a government regulated operator's license.
 
4.  I see a water bottle on the ground behind the guy wearing a black shirt that is sitting in the foreground.  Isn't water an EPA issue?
 
5.  While I can't prove it, I have to assume this was a government run effort.  All you have to do is look at how many people are working and how many are just standing around watching.

I e-mailed a link to this thread to David Rawlings and in the mean time, you posted your "comments", then David clicked the link and darn near came unglued.  It was rather humerous.  He kinda made a scene on the hallway this afternoon....until I informed him who mdmTJ was.  Ever heard how Crow tastes?  Ask David.
